Dr. Yusuf BALCI Appointed as Undersecretary of Ministry of Industry and Trade

Asoc. Prof. Dr. Yusuf BALCI has carried out the presidency of Turkish Patent Institute between 2003 and 07.10.2007. In his presidency period, TPI has made major developments. Here are some examples...
-In 2005 Patent department started patent search and examination in the premises of TPI. -In the beginning of 2006 online search and file tracking facilities put into practice. -In 2006 The Industrial Property Subject was involved into the Primary School curriculum in the scope of Technology and Design Course in cooperation with Ministry of Education. - In 2007 TPI started to get online trademark applications. -Promotion campaign and reaching up to 40.000 people via seminars and trainings. And participation to internationl and national fairs. -Number of information offices of TPI in the premises of Chamber of Coomerce/Industry or Universities around country has rised from 5 to 36. -In the beginning of 2007 TPI started an innovation project for SME’s which is called Hezarfen Project with a slogan“ Hezarfen brings Inovation to SME’s”. Hezarfen Project is applied in Ostim Industrial Zone wich is in Ankara and one of the biggest industrial zones of Turkey.

He graduated the Faculty of Administrative Sciences Department of Economics in the Boğaziçi University in 1983 with a Degree of Honor. He worked as a Guest Academician in US Temple University Department of Economics in 1988-1990; as Advisor to the Minister of Culture in 1996-1997; as Instructor in Istanbul University Faculty of Economics in 1993-1999; and finally as an Economist in the Islamic Development Bank, Department of Political Economy and Strategic Planning in 1999-2003. He completed his doctorate (1990) and Assistant Professor (1993) studies on Labor Economy and Industrial Relations in Istanbul University Institute of Political Sciences. He was appointed as the President of the Management Board of Turkish Patent Institute and the President of Institute in 2003. On 07. October 2007 he is appointed as Undersecretary of Ministry of Industry and Trade.
